This is a segment of a film"The Cold-Blooded Penguin" starring a penguin named Pablo who is so fed up with the freezing conditions of the South Pole that he decides to leave for warmer climates. Being released 8 years prior to the first Chilly Willy cartoon and starring a penguin with similar motives to Chilly Willy, this may have been the inspiration for Chilly Willy.
